Default tps wire question

ok, from searching around I found that the dark blue wire is the TPS wire. Just to make sure I turned my car on and used a volt meter to see if anything would change when I moved the TB blade and it did nothing. Infact it seemed to be reading a steady 11-12 volts like from the batt, does this make sense. I just wnated to make sure I was taping into the correct wire for my n20 install. Im going to use the tps for my WOT. Thanks for any help.

use your volt meter ground the black lead probe the back of the connector with the red lead on all the wires w/ the key on till you find the one with about half a volt .50 or more
