Bottle won't get over 700lbs???

Bottle won't get over 700lbs??? I went to the track this weekend, and it was MIGHTY COLD 40 something degrees. We ran the car and the bottle heater for about 30 min. and still couldn't get the preasure above 700lbs. Is there something wrong? 
This caused me to miss my chance to either bust or bust into the 10's.

I filled two bottles before I hit the track, and it was like that on both.
edit: Just weighted bottle #1 it weighted 22lbs roughly, and we probably wasted at least 2lbs purging, and swapping bottles. Did I get a crappy fill, or was it just THAT cold?
