switch panel help

I have a jimmy jams switch panel and need to make sure of something. each of the switches have a 1,2 and 3 marked on them. I lost my diagram when I first wired things up so now I am not sure of how to reconnect thinkgs. Is the number 3 the gound, nuber 2 12volt in and #1 12volt to the item you are turning on? that is how I reconnected things and now there is no power to the panel as the switch does not light up. The power is being pulled from the hot terminal on the fuse box in the engine bay that has the red plastic cover. Does that terminal have some kind of fues that could blow?

I would but cant get access to his site from work. Just need to figure out why there is no power. I am set to get the car tuned and need the dam switch to work so I can finally spray the car. Man I hate knowing just enough to get me in over my head.
