Default standalone pump question

on my stand alone i have a holley pump. my regulator has a return and i set it at 8 psi at first to make some rich test runs. when i went back to check it it was at 6.5-7, i had not sprayed on it just ran the car for abour 12 mins with the pump circulating. i have a one gal. fuel cell. is this normal for a pump when its new to read high on a gauge and then lower as it breaks in? also is it bad to mount the pump above the fuel cell? it pulls the fuel up, i was just wondering if that would cause any problems. trhanks

When I first turn on the pump in the stand alone(engine cold) My stand alone FP gage will read ~15 PSI. After the car warms up from driving around the fuel pressure drops to ~ 14 psi.
