General Nitrous kit question

General Nitrous kit question Does this kit include absolutely everything I need to run nitrous safely?

It's for sale from one of the members here and is a good deal. I tried searching the halo kits and reading the FAQs last night to give myself a crash course but a lot of the info was either a comparison to nozzle kits, tuning info, or other stuff that was a bit over my head. I have full intention of learning more before even touching it if I buy it, but I don't mind letting it sit for a bit before I install it.
From what I gathered the halo is exclusive to Nitrous Outlet. I'm near HSW so I'd have them tune it.. will they be able to do a good job with that or would a nozzle kit be better?
Basically, does this kit have everything I need, and can it be efficiently tuned by places other than Nitro Dave's?
