Default flat black paint....wet sand and buff?

The paint on my black trans am is really nice, except for the lower half of the front bumper. Right about level with the foglights, it looks like the previous owner sprayed with rattlecan, or it got painted but never wetsanded. Basically, its not glossy. Just flat black looking. I was thinking of doing 1000, then 2000grit wet sanding, and then a good wax. Think this should help? Maybe some rubbing compound or polish? Thanks guys

No wax after the 2000 grit; buff with rubbing compound-rough cut, then buffing compound-fine cut.
It will be more shiny than the whole car, but you can wax after that.
The wax washes off; it really doesnt do anything.
