Shining dull paint?

When i bought my T/A, the lower half of the front bumper had dullish black paint. Not sure why, maybe someone took a rattle-can to it to cover some rock chips or something but everything below the fog lights is kind of dull. What should i do to try and make it match the rest of the paint? I was thinking some wet sanding and then a good wax? What grits should i be using? Any other suggestions? Thanks guys

start with a 1500 grit then hit it with a 2000 grit to remove all the scatches then buffit out with a good wax....i'de start with a wool pad to bring back the shine then finish it with a regular black pad to remove the swirls left behind from woll pad....the your done....

I would try to use 2500 or 3k paper before buffing. It will be much easier and faster than the 2k. I should know, used to wetsand and buff cars all day as my college job.

yes i will be doing this by hand. How does this process sound:
1. Wet sand 2000 grit
2. wet sand 2500 grit
3. Buff with rubbing compund
4. Wax and buff
Also where can i get high grit (2000+ sandpaper)? Would paint stores have it? Not really looking to spend a ton.
