Default Fender gap from improper jacking

So I took my car to a friend of mine to get new tires put on. He didnt charge me anything to do it but when I got the car back I noticed that my fenders were pushed out got under the car and the tab the says do not jack was bent out. This isn't the first time this has happened so I once again tried moving it back and this time the piece cracked so now my fender is permanently out. Can this be fixed anyway without having to get a new fender? Can you get under there and screw the lower part of the fender under the car to the floorboards or something?
