The issue was they changed the glue type in 99. The glue didn't react well and causes the oozing bubbles to appear. That's why a simple repaint doesn't work on a car with those issues, and requires a new roof panel to be put on.
93-98 used a different glue and didn't have those issues. My 98 has 151k miles on it, is not garaged (wish it was but I don't have one), and there are 0 bubbles on the roof.

March and eariler cars don't ever develop this problem. I can't make a solid statement on April because I haven't seen enough data yet.
