Jeff 97 Formula

Is this easy to replace? I only see 4 screws (2 on the bumper, and 2 attaching to the hood latch bracket).

I need to replace mine due to rust. Do they come painted? Or does anyone know the "flat black" color it comes painted in (my car is black, and the bracket looks "flat black")?

EDIT -- It's actually called "Front lamps - Headlamp components - Door - Upper bracket". It's in the middle of the car, and I took the top screws off with no side effect, but did not remove the lower screws yet.
