Bumper repair and paint.
Posting a few pics to give you a idea what i am working with.

i would go to a good local body shop, that is known for doing good repairs not just parts changing and get them to throw you a cash price, at my shop i would take 500-600 to fix the bumper and hood but if you take the parts off they may charge you less
I am assuming by prep work you mean removing the paint around the area of application, then making sure there is no oil or any contaminants on the surface that you are trying to bond too.
The bumper needs to be taken off to fix and paint right. There are several steps to do a quality plastic repair and most of the products are only available at a P&B supply store.
