Your best bet on that panel is to scuff up the paint with a scotch brite pad or a sanding pad. You don't need to take it down to the plastic but get the clear coat off the paint so that the new paint can have something to stick to. I'd then clean it with water and once all the sanding dust is removed use a clean rag and some alcohol to prep the area. I like to use a self etching primer because it tends to bond well if you don't get all the clear coat off. Then I'd sand it down if you need and spray the primer in the color you want and sand between coats as needed. Then just finish with black or whatever you want and maybe a clear coat if you want more gloss.
