Body guys, how bad is this?

Car has been was my dd for 10yrs.. It's been on jack stands since summer of 11' while i've been turning it into more of a track car.. Factory carpet was on my list of weight loss & to my surprise, this is what I found upon removal.. I was thinking of just sanding it all down & cutting all the rust out leaving hopefully a pretty square area.. Then just forming a piece of 18-20 gauge sheet metal & plug/spot welding a bunch of pre-drilled holes in the patch panel to the car. You guys think this is possible with what I've got to work with? Everyone says the floor pan is a structural part of a uni-body car, but these factory pans seem paper thin. The sight of this really has me discouraged though. Any feedback or tips would be great, thanks!

Yeah, the subframes are fine, this is the only part of the car that is like this.. My guess is the heat from the header for 10yrs wore the paint down/off.. That combined with yrs of water from my shoes on rainy days soaked through the carpet & caused this. You can see the header collector through the hole in the pic where the worst part is.
