T top rust please help

T top rust please help I pulled off the t top yesterday and there's two little bubbling spots of rust coming through right behind the windshield in the t top area. should i grind it down to bare metal and primer and paint it? im freaking out pretty bad, I just want to fix it before it gets worse. is this a pretty common spot for rust to happen or is it just me? there is no rust anywhere else just these to spots. Please help

Never had rust there, but I guess it is because in the north cars rust from the bottom up and in the south near the oceans they rust from the top down from all the salt air!
I would be a little concerned about rust crawling under the trim and to the windshield framing. May want to take the winshield trim off and make sure you get all the rust out of there and treated. Yes, more work and cost but better to make sure it is gone than to just hope it is and possibly find out the hard way IMO.
