Need help/thought on paint issue on wing

Hey guys I'm looking at a car and it has some issues, biggest being where the wing meets the rear window, is this typically the paint cracking? or is there a problem with the wing and I'll need a replacement? and of course being a SOM car I can only imagine paint cost,

Also thoughts on underneath and whats done? other then looking crusty to me for a 25k car, but its SOM so i just cant dismiss this

Paint it probably flaking due to poor prep. The paint is likely cracking due to expanding and contracting with the temperature of the car.

Exhaust is aftermarket, unsure of who's it is.

Non-adjustable BMR panhard bar, looks like aftermarket sway bar with poly isolators and lower control arms with likely poly bushings.

what do you make out of the "panhard bar? car was probably raced? I've never been one for mods so I have no idea what it even does?

That's all **** I would want on these cars, paint being the biggest issue and at 25k I'd expect a car to be flawless

the last picture has 3 point bolt in subframe connectors. Theyre basically there to stiffen up the ride. I also see billstein shocks on the previous pic.
Seems like it has some pretty nice suspension mods already. The only concern to me would be the paint. I would take care of that asap before it starts peeling further.
