I am wanting to swap my 1995 Camaro over to the newer 2000's front bumper and front quarter panels. Has anyone ever done this?

 

Try a search (I know it is a bit of a pain) but yes it has been and can be done. Front clip swap, basically. Hood/fenders/bumper/headlights and all the supporting brackets/hardware/crash pads/etc Plus some wiring changes for the different headlamp bulbs, etc

Been done many times it's an easy swap its best to have a donor for the odds and ends and discontinued parts. Swap everything forwards of the doors.
fenders, hood, front bumper, impact absorber foam underneath, headlamps, front close out plastics underneath. It's turn key bolt on no modifications required. Structurally the 98 up cars are same as yours just with updated parts.
