Default help raising the bumper

well I was in an accident about a year ago and I was a bum about getting my car fixed, but I've had it back for a while and I upgraded to the sunoco hood while it was being fixed. I've had this gap between my headlight and hood on the right side, I all ways thought it was the hood that was bowed but I took out a tape measure and measured to the corner of the bumper and fender the right side it 1/4 inch lower then the left side, and that would fix my gap, so how do I get the right front of the car hood and bumper to move up 1/4 inch?
