Default Replaced fuel filter, High idle

Well, this is a new one on me. A few days ago i shattered my power steering pully, so i had to replace it and the pump. While i was at it I replace my fuel filter. Well I started my car up like normal, let it warm up and after i push on the gas to about 2k RPM it never comes back down to normal idle (1k RPM) its staying at 1500-1600 RPM.

I check my TPS % in HPT and its reading 0% so the throttle is not hanging. I check the vaccum lines and everything looks good. The inj are reading at about 3.0 on both banks. I double checked my Target Idle Speed and it is set for 1000 at from 89-284 F.

Any ideas? Could it be due to the new fuel filter adding more free flowing fuel. And if it is how do i correct it? VE throttle cracker?
