Default Question on locked PCM

So i got a car a couple months ago from Oregon, and i live in Oklahoma. I went and had it put on the dyno today, and the PCM was locked. Is there anyway to unlock it without sending it to the original tuner? or where is the cheapest place to get a used one, i am starting from scratch anyways and having it changed to a Speed Density tune.

I guess it would be a locked ECM?

contact wait4me I'm sure he can get you squared away with a new pcm back to stock, or he might be able to unlock yours and put a stock tune in it, you'll have to ask.
