I think you are looking at the O2 sensors after the cat's ... which is wrong. You need to be sure you are monitoring the o2 sensors BEFORE the cats, and not the ones after the cats.
The front O2 sensor voltage reading should fly all over the place during normal driving. Only at WOT should it come to a rest at a single reading, since your computer is no longer fine tuning the a/f ratio as it does when you are not at WOT.
I have a a/f gauge that monitors the output of the o2 sensors and gives me a reading in mV's ... and it is constantly bouncing around during normal driving.
