I have idle problems! Throttle position?

Default I have idle problems! Throttle position?

Its a 1999 with a QMP turbo kit. The idle is set for 925rpm and it generally stays there except for when I really beat on it. When I come to a stop after beating on the car the idle hangs @ 1200-1300rpm and the throttle position stays @ 2.0-2.5%. If I unplug the idle position sensor the idle immediately drops to 925rpm and stays there. I do not experience this problem after beating on the car with the throttle position sensor unplugged. I installed a new throttle position sensor and it did not help. What is telling the throttle position sensor to maintain 2.0-2.5% instead of zero?

How long will it hang @1200-1300 RPM??
Does the Turbo Kit have high Amp needs ( I don't see how it would ..But I'm Turbo- Stupid )??

It will hang at 1300 rpm indefinetly until I unplug the throttle position sensor. Sometimes if I turn off the engine and immediately restart it will return to the set idle of 925 rpm about half the time otherwise it jumps right back up to 1300. The car does NOT have high amp needs.

When I was tuning my car for idle, etc, I found that the Running Air Flow values had to be in sync with the idle numbers, or my car would change idle characteristics after some wot runs. I would try lowering RAF values, from 92c and up by a full 1.0 just to see if that has an impact. I would be interested in the results.
Like Binks I'm blower deficient. I have read that blowers can max the MAF.

^^^^Good idea. I was able to use corresponding "factory values" for IAC and Idle Air (Running Air Flow). For example my IAC (Y Body) was ~31-34 when the car idled stable at 80*C. So I picked a stock RAF value that corresponded to around IAC = 31-34. Ended up with IAC = 33 and RAF = 21.1 - which are actually the -40*C values...but it works great. Most stable Idle I've had. FWIW.
