Default No communication with ODBII Port

I have a 2000 Trans Am Ws6 I am trying to read the codes on and can't seem to communicate with the PCM? I checked all fuses and they were all good. Noticed I didn't have any power going to the port. I think this is most likely the problem. Anyone know why there might not be power going to the OBDII port? Anyone with similar problem? THX!

does your cigarette lighter work? they share a fuse and it is likely blown.

Cigarette lighter doesn't work! Is this fuse labeled cigarette lighter? Is it located inside the car or in the engine compartment?

I guess it helps if you pin out the right one for power mine is good , looks like it is going to be the dongle.
