P0122 TP Sensor Circuit Low Voltage

P0122 TP Sensor Circuit Low Voltage I'm constantly getting this error message, if I hook up Autotap it only shows 11.4% throttle opening while I'm at WOT.
I've put in another PCM, same readings
I've put in a brand new TPS, almost same readings (slightly less than 11%)
I've ran a new wire from the TPS to the PCM, same readings
I'm getting the 5V reference to the TPS so I jumpered the 5V to the signal wire then it shows 100% throttle opening
If I measure the Voltage on the signal wire I'm only getting 0.063 at closed throttle and 0.592 at WOT
I know that Voltage at WOT should be around 4.7V so what is causing this problem?
I'm running out of Ideas, so please someone help me find this Gremlin
