okay guys here is my issue

I just completed a heads/cam swap and when i went to start the car she cranks fine but will not start up. After a look around i noticed when you turn key to ignition all the lights on the cluster that come and go off after you start car including the mileage counter were not on only the high beam light was on. I plugged in a scanner and it says no response from ignition are u sure ignition is on. this leads me to believe the pcm is not turning on.

I checked the grounds on the back ofhead what could be casuing this problem
