Bad O2?

Bad O2? I think I might have burned a wire or 2 on my O2 extensions, the RH side O2 reads a constant 1v and the car is sputtering and backfiring.
I am looking to get extensions and wrap them in heat sleeves along with 2 brand new O2s.
1 of the O2s is brand new, I can't remember which one though. I looked at some logs, and the RH was always reading more volts that then LH.
