DTC code P1351 Help needed!

Hey guys,
Car is a 3.8L camaro with 62k miles.
So i drove the car home and SES light came on, the p1351 code came up on my scanner.
Its something to do with an open circuit, ICM wiring voltage for coil 1&4.
Its beyond my comprehension on how to address this since the coil, ICM are fine.
While driving home it didn't accelerate right, very slouchy coming off a red light. RPMs were up to 2900 and car was only going 20mph but it picked up speed gradually.
I really appreciate it if someone can shed more light on this before i have to take it to shop again.

The car is a 2001 camaro 3.8l
I replaced the ICM and all 3 coils just to test if any of these 4 things were the problem.
But the ses light with the code p1351 came back on again.
Message on scanner is saying something about voltage being too high on coil 1&4.
