Wire fed straight to positive terminal?

Default Wire fed straight to positive terminal?

Guys I have this question that is bugging the hell out of me. I have this wire that is wired straight to the positive terminal on my battery. I just finished a HUGE fuel overhaul, and then we try to do the first start, and then its would rev up to 2000rpm, stay there for like 5-6 seconds, and then die. Well, after looking over like a billion things, trying to see what the problem was (We suspected vacuum leak) I looked and this wire was not connected to my battery. I always thought it was like subwoofer feed, or like aftermarket alarm or something.

Well just on a whim, I connect it, and badaboom, car starts, runs, and idles fine.

WTF is this thing? I was reading about Theft Deterrent Fuel Enable wire. Is that what this could be? Any help would be appreciated. Thx guys,

This wire is a pretty heavy gauged wire guys. It's running to the drivers side and through the firewall.
