o2 sensor stuck at 447mv

ok i just finished rebuilding my ls1 stroker in my Camaro SS with long tube headers and my drivers side o2 seems to be working fine however the passenger side o2 sensor is stuck reading 447mv and doesn't ever change, i am running o2 extensions on both sides, i tried replacing the sensor and it didn't change anything does anyone have anything?

that mv value is what it shows when it is unplugged or at stoich. check for good connections going to the o2 or a cut wire somewhere
