"hc value" Help

Hi, my dad has a car, camaro z28, 1999, LS1 6 speed, convertible. With the SLP 400hp package (included long tube headers), and also another Camshaft.
It was throwing codes on the O2 sensors, and when we checked them out, they were totally black, we read a little bit here on LS1tech and found out you only had to change the 2 sensors before the cat, not all 4?
We put in Bosch 13111 sensors, they have longer cables and should be more protected to the heat.
In Sweden you need to have a "HC value" below 100, to pass the Swedish Car Inspection. Now this value is between 600-900!
The car have a small small leak betwheen one cat and the exhaust, that hasnīt been fixed yet, could this have somthing with the HC value to do?
What else can you do, to bring the HC value down?
