po-151 issue

well I've been havin issues 's for a while now with my car, fuel pressure jumping from 40-60 psi at random and then clearing up just as soon, replaced about everything from pump, regulator, filter, and o2's.
When it does this the car wont even pull itself forward without a fight, backfires etc, but i've noticed that while this is happening if I floor it(found this out while pissed at the car)that the problem goes away and will come back when not at WOT which means o2 sensors moving from closed to open loop and back(confirmed by my innovate ot-2 scanner) I can clear the code and shut the car off and restart it and let it re-do its thing and then as soon as the issue pop's up the code shows up along with it(po-151)and when it clears I could drive it all day and it wont do it again untill I shut it off.
Well there's my issue I woulda figured the new o2's woulda fixed it but not the case it seems, any ideas for a fix for the code?

Reading around some it seems like some people are having problems with their o2s switching slowly, could that be my issue? I'm running lts and 13111 o2s it's tuned for my setup but recently I had my exhaust welded up and they didn't disconnect the PCM I don't think could it have screwed my tune?

they flow 36lbs and have one of the best spray patterns so I've been told, fuel system is a stock pump with a professional products billet regulator and high flow rails.

replaced my alt and redid the wiring, now it doesn't fall flat on its face but has a regular misfire and still throws the 151 code. I'm getting some where I suppose
