I have a friend trying to sell his 89 corvette. There is a "chip" in it but for some reason on startup, this causes the computer to cycle the engine twice before it pumps in fuel.

Are there any tuners (handheld or otherwise) that could fix this problem?

 

And, somebody told you that is the chip?

And, no there are no hand helds for those older cars with plug-in chips.
