Low Octane tables

Can somebody tell me when the ecm references the low octane tables on an OBD1 LT1? Is it when it sees a massive amount of continuous knock?
I've got a roots blower on an LT1 and I'm pretty sure most of my knock is false from the headers because I have the timing pulled back so much in boost. I can barely tap the headers and it will set the knock sensor off. So today I decided to basically disable the low octane tables just to see what it would do and it's like a different car now. I still get some knock in the lower rpms but it runs so much better now.
