Default what table is this lean idle in? HP Tuners

At around 30mph 1300-1400rpms once in awhile my car will hang there as if on cruise control. My foot isnt on the throttle at all so would this be the idle/air table? Or the VE table?

Or does it not reference the idle/air table if the car is moving?

Car is a 99 vette, heads, cam. HP Tuners.

Idle airflow is labeled as base running airflow because it is always present. All of the other adders add to it. Your cruise control could be too much throttle cracker, or too much base airflow... final airflow is the sum of parts.

Does the PCM still reference RAF when in open loop?

yes, the airflow and fueling operations are separate.
