Default What was changed here?

I've got an issue I'm trying to figure out. My car was tuned by my tuner but the idle wasn't working out right couldn't seem to get it. I'm using 96lb LI injectors and that was causing the trouble according to my tuner. Anyway I had another guy that I know look at the tune he had more experience with those injectors he spent about 5 minutes on the tune and had it idling perfect but what did he do?

To me it looks like he lowered the IFR tables and raised the VE tables proportionally across the board and various other changes.

Any idea why and what specifically made the difference in the idle I'm learning and trying to figure this out tune files are below.

It's a procharged F1A 427CI with a TH400 transmission
