Best tune for a friend?

Best tune for a friend? I tuned my T/A before and used OLSD which worked great for me but I had no emissions and can change it anytime. Now i'm tuning my friends 2002 S-10. He has headers, MAF, CAI, and still has CAT. I'm gonna tune it in southern georgia for him but soon he is moving back to Pensylvania and needs to pass emissions up there too. What would be the best tune for him to leave with? I'm guessing CL-MAF or should I do CLSD with the LTFT left disabled? Thanks.
