Turbo timing

Turbo timing How much timing do you guys run down low, say 4500 or less?
When at max boost my car is at 15 degrees of timing, but I also leave the line with full boost on the trans brake at 3500 rpm...car just seems sluggish.
Should I try more timing down low for the launch but still ramp it back out before peak TQ to help with the 60's?
