If you mean like a Jet chip, i think those are for older OBDI cars with PROM chips. Newer computers have the EEPROM and u just reprogram it. But, I suppose its possible someone somewhere makes one?
There are chips (ie Jet chip), but as mentioned above, they do absolutely nothing.
We have had them on the dyno and there was absolutely NO difference in HP between several of the runs with / without the chip.
Kind of a scam if you ask me.
