i have a 5.3,stock bottom end,stock heads milled .015,z06 cam and valvetrain,stock intake,headers..tuned by speartech

my truck started running rich,and as i would crank to start,it would pop thru exhaust and then fire up.would idle ok,could smell raw fuel,didnt wanna run well on accel or under load.
i scanned,found a p0342,also noticed coolant temps at 50 degrees and intake air temps at 30 degrees according to tech2.
i replaced cam sensor,ect sensor and iat sensor.i have checked for power and ground at all connectors,all ok.
after replacing all that and spark plugs,nothing has changed,still sets p0342 as soon as truck starts,and still reads 50 and 30 on coolant and air when its 80degrees outside.As truck reaches 180degrees on my coolant temp gauge,which i know is accurate,tech 2 is reading 75 on coolant and 40 on air temps.
any advise? is this a tune issue or a failed pcm issue?
