MAF stuck at 0.31

MAF stuck at 0.31 Old MAF did it too, this one is new.
Engine sensor fuse is good. Bad wiring? Gonna check for incoming voltage tonight.
What should the voltage to it read?

I figured it out! Had the caspers 5 wire harness plugged in wrong.
Works fine now, I pulled the resistor and used 02 Z06 frequency tables. Still had to do a fair bit of tuning to get it right though.
