No STFT data and no downshift

No STFT data and no downshift 2002 5.3L w/ 97 4l60e 0411 pcm
I have two problems I have been having with this one vehicle and I need help.
First problem is I'm not getting an data in Short Term Fuel Trim Histogram?
And second problem is the truck will not shift down 4 > 3 > 2 > 1 automatically but if I command it down with HP it shifts into the gear I selected or if I shift the trans down manually it will down shift into the selected gear, then I can just put it back into OD and it will row up through them as it should.
Any suggestions or any info I'm leaving out that may be important?
Tried to load the config file but it wont let me.
