Default P1637 code w/ no fuel pump prime

Just recently my car won't start... I have no fuel pressure because the primary pump does not prime at key on. All of the grounds at the connector are testing just fine. However, the single hot lead at that same connector is only showing 1.1 volts for the 3 second prime.

Im not sure how many volts the meter should be seeing at this time, or if the P1637 Generator -L- Terminal Circuit code (which came on at the sametime as this problem) has anything to do with it. Any help, tips, advice would be great. Thanks

What is your battery voltage? You should have 12 volts at the pump during prime and running

Battery voltage is 12v ... Just not sure what would cut the supply to the relay down to 1v.

Do you have 12 volts on both sides of the 20 amp fuel pump fuse?

A quick search showed that people often have that code after an alternator craps out or a wire gets stressed/broken. Are sure your alternator just isn't bad and your battery is dead causing low voltage? You are sure you are getting 12v across the battery terminals? Also where are you checking for voltage and how did you check? Did you put the meter in place of the fuel pump or did you manually ground the meter?
