just repaired mine by putting a test light on the vss signal out. While driving the light didn’t flash nor did my mph work. Replaced the pcm and all works now. I would do this 1st. Hope this helps as the threads 8 years old now.

Hello there, old post, I know, but I am having the same issue, only difference is my 1999 T/A is automatic. Did you resolve it?
