93lt1 383 tuning help needed..

93lt1 383 tuning help needed.. Hello, I have been through two mail order tuners so far , I don't feel my tune is where it needs to be still.. I burn my own chips with moates Burn2 and log with data master , I also have the free tuner pro program but have yet to figure out how to even use it..my car/engine is mechanically sound, no Ses light or DTC's, no signatures of exhaust leaks,low iac counts,heated delco o2's, 42#green top SVO's. BLM's are close,2800 stall.
I can email the log and bin to anyone interested in lending a hand..
Here's my issues:
Doesn't seem as strong as it should be .
It's commanded to idle at 875.it won't , it idles at 925-1050.
It's getting shitty gas milage (like 13mpg highway).
Last thing tuner said was "it's still showing a little rich in some places, and maybe the injector offsets need tweaking still". (wants more $$Too)
Who's got my back?
