what would be a good price to pick one of these up used with 8 credits?

U won't find many used with eight credits on it.

i have found one, he wants 400 for it, that seems high to me, what do you think its worth?

I'd proceed with caution. A new interface comes with 8 credits and it costs $649
It may have 8 spent credits, not 8 available

Ask him to send you a screen of the Hptuners license info where it says it has 8 available credits. If it's true, look for the serial number and ask Bill if it can be transfered to you (not stolen) and buy it
