Default High start-up speed

The cold start-up speed is too high (2,000 RPM) on the 2001 5.3L installed in my '69 Chev. 4x4. After a few seconds it goes to normal idle speed. What tells the engine how fast to run at start and how can I lower it? Thanks.

That is in the ECM baised on coolant temp. With a custom tune you can fix that.
