On my 98 and 99 cars, no. On my 2000, yes. I'm referring to using the power tuning. If you have an aftermarket cam or other parts, you can realize gains using it to raise your rev limiter and shift points and program your fans for a cooler t-stat. Works good for speedo correction after gear changes also. Probably not worth what they sell for new, but they have their place for what you can pick up a used one for.

the power tuning (hpp3) is a joke... it flattens the timing (which based on what I've seen is the exact opposite of what any good dyno tuner does) and leans you out more...
If you're already running lean then you'll most likely get detonation/pinging ...
If you can pick one up used for your car (make sure the unit is restored to stock by the seller... this includes EVERYTHING, not just removing the tuning) cheap then it's worth it for adjusting the fans if you have a thermo, adjusting the shift points if you have an aftermarket converter, or changing the rev limiter if you have upgraded cam and springs...
Biggest use is for changing gear and tire info in the computer... if you don't need it for that save your money

For me, running without HPP3 power tune will make me 1 mph slower through the traps, consistently. I've tried this test a few times over the past 2 years. However, if I leave the power tune in while street driving, my gas mileage sucks. So, I only run the tune at the track. Keep in mind that I have a 2002. I really notice that many guys with 1999s have bad experiences w/power tune.
The other good thing about the unit is the ability to raise shift points. You can find another solid 1mph trap speed improvement in that alone.
