Default next adjustment? and ftc question

Logged yesterday and LTFT's were averaging +5 and +6 so I started off with multiplying the IFR table by 96% to try to fatten it up. Went out this morning and drove 40-50 minutes and started logging again. LTFT's this time average -.8 and -1 I'm gonna put some more miles on it and log again before I make any other adjustments but my LTFT's at WOT are like 3.9 and 4.7 and I'm getting knock(<1) throughout the rpm range at WOT. I'm assuming that's because I'm still lean at WOT? Should I fatten up the IFR table some more to try and get the LTFT's to lock at 0 at WOT? That's what I'm guessing I should do but thought I'd ask one of you guys to be sure. At what point do I switch over and look at the PE tables? After I'm locking at 0 in cell 22?
One other thing I notice is that several times it was logging cell 22 at ~50% tpa. Think maybe an a-tap hiccup? Kinda puzzles me. I saw in my logs where several times it went to cell 22 for a couple readings then into cell 14 and my TPA would be 40-50%

I would get the LTFT's to lock at 0 before going any further
