mass air to fuel translator

mass air to fuel translator I've sean pics of it understand it brings the air to fuel back it tune after LTs.
1. how hard is to use & install
2. price new and used
3. will I need a a/f ratio meter
Lastly will LTs/catted y pipe (rest of car is stock except for lid & flowmaster) need a a/f adjusting I plan on a emmisions passing cam # ?/ 918 blue valve springs will the car then require a real dyno or can I look at a a/f ratio meter and tell myself it's tuned
