Can CAGS be reprogrammed?

Can CAGS be reprogrammed? Are there any parameters for changing when CAGS comes in to play, and the delay shift deal? It'd be nice to make it so you absolutely, positively cannot get into 2nd until 20mph for the following reason...
Background: Failed CA smog at 15mph for HCs (fairly high readings across the board, but whatever) at 1300rpm (2nd gear with a M6 3.42s) but passed at 25mph / 2100rpm (2nd gear). I currently have the CAGS bypassed and they refuse to test it in 1st gear unless it's physically impossible to shift into 2nd.
