Default Inconsistant tps percent.

I've tried several different sensors and after setting voltage from .46 to .50 volts at closed throttle and doing a relearn within a few seconds of starting the car the tps will read .8 percent or in the realm and idle goes up from around 850 to 1100 and rolling the car will hang 1600 which is annoying as hell. Anybody got any ideas what's causing this I'm about to beat the windshield out of it. Everything zeros out and goes 100 percent until I start the car and rev it a couple times. Bolts are tight.

Cable hanging up? Shaft or blade sticking before the stop?
